Doesn't matter, you were still saying that I knew nothing, when I actually read up enough to know that they stated it enough times, "We haven't enough resources, artists, time, ect. to get this done, quit asking us!"

Except it is known. Linsey has answered questions about new armour sets, new zones, and so on multiple times, and put herself on the record as saying that the Live Team didn't have the resources months before this thread was opened. If you felt like doing a bit of research, you could probably find it in the archives of Linsey's talk page on the official wiki, along with, incidentally, a detailed analysis of just what building a new zone entails. (No, I'm not going to link it for you. Even if the Luxons are currently holding the towns next to the area I want to vanquish (happened last double weekend too... ), I have better things to do with my time than to prove something exists when I know it does.)
In short, I'm backing Evasion Twenty up here. The Live Team's lack of resources, especially on the artistic side, is well enough documented that it should be common knowledge to anyone who's been paying enough attention to the Live Team.
Of course, that doesn't necessarily mean that things will stay that way - I believe the Live Team is recruiting a designer as we speak, and there could well be a dedicated artist added afterwards. However, you'll note that Evasion followed his(?) statement that the Live Team lacked the resources with another expressing his dislike of that statement being used, so I think he was trying to pre-empt its use as an attempt to kill the thread rather than seeking to do so himself.
Sorry, Cuilan, but from my viewpoint, you're the one that looks more like you're trying to cover up talking about something you didn't know. While it's true you didn't claim to have any knowledge on the matter, you have shown ignorance of the fact that that knowledge is not that hard to have gained. Harder now than if you saw it when it was first explained because you'll have to dig in the archives, but while there's a lot ANet is copping flak about being secretive about, Linsey has been doing her best to make it very clear just what the Live Team is currently capable of doing (and that she'd like to be able to do more at least as much as we'd like for her to do more).
Incidentally, something else that has been explained by the Live Team is why a) some NPC armour art is superior to player armour art and b) why turning NPC armour art into player armour art isn't so simple. Basically, it boils down to player armour art having to be made in pieces that are added on top of existing models, which places limitations on what can be done. NPC armour art, however, is not just made as a single piece but is an intrinsic part of the model of the character wearing it, allowing much greater flexibility (they can have textures that blend from one piece to another without worrying about how it will mesh with other pieces, for instance) - and also meaning they can't just transfer it to a PC without basically being forced to attempt to reproduce what they created on a single model, in the form of four models that can be placed on a fifth, from scratch.
I sympathise with people's desires to have NPC armour, I really do. But the fact remains that, at best, it would require close to as much work as creating a completely new set from scratch. (I say "close" because, well, at least the concept art is already done...)
